Barbara L. Neilson
Judge Neilson was appointed as an ALJ in 1989. She encourages counsel to cooperate and reach stipulations regarding facts and foundation for exhibits whenever possible. Counsel are required to meet in an attempt to resolve discovery disputes prior to filing motions to compel discovery.
