Allan W. Klein
Judge Klein has served as an ALJ since 1976. He supervises the Environment, Utility and Transportation Division of the APA Section.
He expects counsel to behave professionally, and to cooperate on procedural and housekeeping matters. He reminds counsel that there are no juries in his cases and emotional theatrics are unwelcome. Judge Klein prefers to hear cases rather than conduct mediations. He is open to improving efficiency and accuracy through
the use of new technologies.
