I
am writing concerning the 7020 rules for feedlots that are being revised.
I
think that the rules absolutely must have a section requiring both ground
water
and air quality monitoring.
Also
rule 7020.2002 should not allow exemptions for feedlot operators with
regard
to Hydrogen Sulfide. It is a toxic gas
and farmers should not be
permitted
to release it during pump out.
Rule
7020.0350 should require feedlot owners and operators to keep records
with
full disclosure which should be available to officials as well as to
the
public.
Bonding
requirements should be added to 7020.2025.
Permit
fees should be required for all feedlots. The fee could be less for
smaller
operations and adjusted upwards for larger facilities under rule
7002.0210
to 7002.0280.
Automatic
permitting of feedlots without public notice and input is wrong.
Rule
77020.0505 to 7020.0535 need to be changed to stop this automatic
permitting.
Public
hearings should be a requirement before a permit is issued.
