I do not think having 10 horses on a well maintained two hundred acre farm should be required to be labled a feed lot  I think that they "maybe" might be going just alittle overbboard on this issue.  Granted I do think some things need to be changed for big operations but ten horses 200 acres, I think that is over-kill.  Please do not punish the small owners we are doing our best up here to keep our land clean along with the neighboring lands.  The so called big feed lots may not all be bad either but they have the most waste.  Remember that if properly administered manure is fertilizer.
