Please reject the proposal for the Big Stone II coal
plant.
South Dakota need more investment in clean, renewable energy like wind
power – not big polluters like coal. Global warming is a serious problem.
It threatens our health, economy and quality of life. That’s why proposed
carbon regulations and taxes are sure to increase the cost of coal power.
Utilities have an obligation to do as much as possible with energy
conservation and efficiency before they propose a new coal plant. The
partners should look to these options and more wind power to meet their
needs for power. It will be cheaper, safer and better for our air and
water.
Thank you for your time.

power – not big polluters like coal.
It will be cheaper, safer and better for our air and
water.

I am appalled at the plan to build a coal burning plant on the
Minnesota/South Dakota border on
step backward in working toward environmentally safe ways to produce
energy; an area in which we have made great strides. Please reject the
proposal for the Big Stone II coal plant and explore clean, renewable
energy like wind power – not big polluters like coal. As we learn more
about the serious impact of global warming on our health, economy and
quality of life, we must take every precaution when producing energy.
Burning coal is a terrible choice, as we know. That’s why proposed carbon
regulations and taxes are sure to increase the cost of coal power.
Utilities have an obligation work toward energy conservation and
efficiency before they propose a new coal plant. Options such as wind
power should absolutely be considered. Wind power will be cheaper, safer

Furthermore, I've already heard news reports about neighbors of Big Stone
I complaining that emissions from the plant significantly taint air
quality for miles around. Why allow a second belching monstrosity when we
should be looking at cleaner, more environmentally friendly alternatives
anyway -- especially ones that might help farmers in the region?

Of additional if not greater importance is the location of this plant to
the Big Stone National Wildlife Refuge, and Lac Qui Parle Wild life
Area. These ecosystems require preservation from the negative influences
this plant will have on the Upper reaches of the Minnesota River. The
prevailing winds and the discharge from the stacks as well as localize
temperature inversions may cause damage to this area .Any detrimental
effects on this areas will have implications down stream. Down stream in
this case means all the way to the confluence with the MississippiRiver in
Saint Paul, approximately 250 plus miles.

Please reject the proposal for the Big Stone II coal plant. Minnesota and
South Dakota need more investment in clean, renewable energy like wind
power – not big polluters like coal.
It will be cheaper, safer and better for our air and
water.

Please reject the proposal for the Big Stone II coal plant. Minnesota and
South Dakota need more investment in clean, renewable energy like wind

yours are saying that global warming is the biggest threat to our planet's
lifeforms, and possibly more imminent than a terrorist attack. Global
warming threatens our health, economy, and quality of life. That’s why
proposed carbon regulations and taxes are sure to increase the cost of
coal power. There should either be significant taxes and regulations on
carbon emissions or we need to move to having more wind and solar power.
Even religious leaders are saying that utilities have a moral obligation

Please reject the proposal for the Big Stone II coal plant. Minnesota's
air quality is continuing to decline and those of us with family members
with asthma are suffering. Each year, there seem to be more days of air
quality alerts, where my children with asthma cannot go outside and play.
How much worse are we going to let it get before we start investing in
large-scale cleaner energy alternatives? I have made a personal decision
to spend more money for a ultra low emission vehicle. I expect the power
companies to do the same.
And what about electric use reduction? I don't hear the power companies
investing in public education about reducing our electric consumption. I
just see/hear commercials about how cheap electricity from coal is for us.
If cigarette companies are obligated to educate the public about how bad
cigarettes are, then power companies should be obligated to educate the
public about the benefits of reduced consumption.
Thank you for the opportunity to voice my opinion.

The Minnesota and South Dakota have great potential for Wind energy. I
was on a church mission trip to Eagle Butte, South Dakota and found a
strong steady wind blowing every night, thats free non-poluting energy
just blowing away. If the same dollars planned for the construction for a
Dirty Coal plant were used to build a distribution system, South Dakota
could become an energy exporter.
When people decide to use Coal, they are sending money out of the state
and masking the environmental cost. What price do you put on air
pollution? Mercury pollution? Global Warming? Coal is too expensive and
unsustainable when the true costs are considered.

needs for power. It will be cheaper, safer and better for our air and

Our state should lead the way for the rest of the nation in promoting
clean, renewable sources of energy. It's time to take a progressive stand,
to be a forward, not a backward, thinking state.

Please reject the proposal for the Big Stone II coal plant. Minnesota and
South Dakota need more investment in clean, renewable energy like wind
power – not big polluters like coal. Global warming is a serious problem.
It threatens our health, economy and quality of life. That’s why proposed
carbon regulations and taxes are sure to increase the cost of coal power.

Only if all these issues are addressed, then coal can be considered. But
only if the best technology for using coal is employed to make it cleaner
and without added CO2 waste. No way should old coal technology be built
for power palnts in this time of serious environmental risk for global
warming catastrophe.

Please reject the proposal for the Big Stone II coal plant. The area is
ripe for development of more wind power, a proven technology and a
non-polluting source of energy. Seemingly lower costs for a coal plant
will ultimately result in longer term costs, both due to future mitigation
of the costs of polluting our environment and compromising the health of
our citizens. Wind power as a sustainable technology would provide a
longer term benefit to incomes and technical development for the local
economy.
Global warming is a serious problem. It threatens our health, economy and
quality of life. That’s why proposed carbon regulations and taxes are sure
to increase the cost of coal power. Exel Energy is in the midst of
converting the High Bridge coal plant to natural gas near downtown St.
Paul. Our neighborhood has one of the highest incidences of asthma
related health problems in children and adults in the state. Health
concerns are a major reason for switching away from coal. Figuring it's
okay to develop an unhealthy technology in a less populated area is not
the answer.

partners should look to these options and more wind power to meet their
needs for power. It will be cheaper, safer and better for our air and

Please reject the proposal for the Big Stone II coal plant. Minnesota and
South Dakota need more investment in clean, renewable energy like wind
power and solar cells – not big polluters like coal. It is a shame that
the technology for clean, renewable energy has been around for so long and
our state and nation are still contributing to the destruction of our
planet. Global warming is a serious problem. It threatens our health,
economy and quality of life. We owe our children a clean planet not what
we now have. Proposed carbon regulations and taxes are sure to increase
the cost of coal power which does away with their claim of coal being
affordable. We can not afford the cost to our world, our future and our
health.

The time is now to make changes in both our use and production of Energy.
There is not a proven need that we need to be building another coal plant
now. There is a proven need that we need to develope sustainable energy.
We do have enough wind in the midwest to supply our energy needs, but we
have to step forward in the investment now. I have read and agree with
the following request.
There Please reject the proposal for the Big Stone II coal plant.

Utilities have an obligation to do as much as possible with energy
conservation and efficiency before they propose a new coal plant. The
partners should look to these options and more wind power to meet their
needs for power. It will be cheaper, safer and better for our air and
water.

As a life-long Minnesota resident and am asking the both of you to please
reject the proposal for the Big Stone II coal plant.
Minnesota and South Dakota need more investment in clean, renewable energy
like wind power, solar thermal and solar PV – not big polluters like coal.
Global warming is a serious problem. It threatens our health, economy and
quality of life. That’s why proposed carbon regulations and taxes are sure
to increase the cost of coal power.
Utilities have an obligation to do as much as possible with energy
conservation and efficiency before they propose a new coal plant. The

solutions to meet their needs for power. It will be cheaper, safer and
better for our air and water.
We need to have the strength and resolve to envision what the future could
be like with renewable energy solutions and conservation. Coal is not
clean burning and keeps us on the current path of using fossil fuels,
whether foreign or domestic.
For my health, the health of my children and for all future generations.
Say NO to the expansion of coal burning power plants and say YES to
renewable energy and conservation.
Thank you for your time.

Utilities have an obligation to do as much as possible with energy
conservation and efficiency before they propose a new coal plant. The
partners should look to these options and more wind power to meet their
needs for power. It will be cheaper, safer and better for our air and
water.

""increasing clean"" so the ad says. Never Clean!
I have a student friend in China right now. China uses coal for
energy,(its cheap you know that) They have no concern about thier
environment or future, it appears the immediate need is more important
than the future lives of its citizens and organisms.
Anyway, first hand observation is the country is very polluted. Let's
begin the difficult transition to provide our children and grand children
a secure and healthy planet.

Just today I read in the Pioneer Press, 40% of Minnesota's lakes are unfit
for swimming. Often I have read that fish and wildlife are unsafe to eat
or have declining populations due to polution -- linked with the lead that
is released in coal burning power plants. The economy and the quality of
life in Minnesota will be hurt by adding an additional coal burning plant.
Any savings in cost by using coal will be paid for by the loss of clean
air and clean water. It is just not worth it.

Utilities have an obligation to do as much as possible with energy
efficiency and renewable energy before they propose a new coal plant. And
any new coal power must have carbon capture. The industry advertises a
future with ""clean coal""; the costs of global warming dictate that we hold
the it to that standard.

It threatens our health, economy and quality of life. That’s why proposed

needs for power. It will be cheaper, safer and better for our air and
water.

I strongly oppose building a new coal-fired electrical generation plant on
the South Dakota border. Minnesota is down-wind, so will get the
immediate pollution of air and water. The Dakotas are also the largest
potential source of wind power in the U.S., but have been dragging their
feet and are bound up by lack of both imagination and transmission. Time
to rectify both problems.

I am writing as a concerned citizen of MN, US, our planet to ask you to
please reject the proposal for the Big Stone II coal plant. More
investment in clean, renewable energy sources such as wind power are what
is needed in Minnesota. It is irresponsible policy to fund coal-burning

Minnesota and the Dakotas have wind power waiting to be tapped. Let's
stop polluting our winds and start harvesting them! Now! and not waiting
until 2020 or beyond. (The Danes just committed themselves to 50% in the

Please reject the proposal for the Big Stone II coal plant. Minnesota and
South Dakota are seeing more and more investment in renewable energy
sources to meet our demands, which is spurring economic growth, largely in
rural areas. Adding an unnecessary coal plant stifles these growing
industries while burdening us with increased emissions of Mercury and CO2.
The money spent on this plant would be better served promoting the use of
renewable energy sources and increasing conservation. U.S. homes use much
more energy than homes in other parts of the developed world; we can meet
much of our energy needs with simple conservation. This saves us all,
doesn't it?

The Midwest is blessed with such an abundance of windy terrain, especially
in the Great Plains states of North and South Dakota, Iowa, Minnesota and
Nebraska – so much so that it is sometimes referred to as the “Saudi
Arabia of wind energy.” The Great Plains states have just begun to tap our
outstanding wind resources.
We should harness its abundant wind resources, rather than investing money
in a new coal-burning power plant. Benefits of switching from coal to wind
include:
• reduced air and water pollution and toxic wastes,
• improved electricity reliability, thanks to a diversified power
portfolio,
• economic development and job growth through wind power “cash crops” for
landowners and clean energy exports, increased business for wind turbine
manufacturers, and new skilled jobs in installation and maintenance of
wind turbines.

Please reject the proposal for the Big Stone II coal plant. Minnesota and
South Dakota need more investment in clean, renewable energy like wind
power – not big polluters like coal. Global warming is a serious problem.
It threatens not only wildlife and fisheries habitats, but also our
health, economy and quality of life; That’s why proposed carbon
regulations and taxes are sure to increase the cost of coal power.
Utilities have an obligation to do as much as possible with energy
conservation and efficiency before they propose a new coal plant. The
partners should look to these options and more wind power to meet their
needs for power. It will be cheaper, safer and better for our air and
water.
Thank you for your time.

Please reject the proposal for the Big Stone II coal plant. By law,
utilities must prove that the energy from this dirty technology could not
be gotten by renewable sources. And it can!

Please look long and hard at other ways and means to produce power other
than the Big Stone II coal plant. Minnesota and South Dakota need more

switchgrass - give more thought to what the scientific community like the
Concerned Scientist In Society Org. may propose - they and many other
thoughtful people given the chance will come up with real solutions to the
energy and global environmental problems.

How about a wind power plant in the iron range in areas where they are no
longer mining? Mine the air.
