Rulemaking Proceeding Page

ALJ Report Issued

Judge Johnson's ALJ Report in the proposed rules governing aquatic plant management (Minnesota Rules, Chapter 6280) has been issued. The rule now goes to the Minnesota Department of Natural Resources for adoption. The public exhibits, public comments, and other documents relating to these rules remain available on this page.

General Information

The Minnesota Department of Natural Resources' proposed rules governing aquatic plant permit fees (Minnesota Rules, Chapter 6280) have been assigned to Judge Johnson. Judge Johnson will issue a report with respect to the proposed rules in April. This website is intended to provide useful and timely information in connection with the rulemaking proceeding.

As part of the rulemaking process, hearings were held in three different locations across Minnesota on February 23, 24, and 25, 2010. During the hearings, a twenty-calendar-day period was set for the receipt of written comments regarding the proposed rules. Thus, the initial deadline for the submission of written comments in that rulemaking proceeding is 4:30 p.m. on March 17, 2010.

After the period for submission of written comments ends, state law provides the agency and all interested persons an additional period of five working days for filing a written response to any comments which were submitted during the initial comment period. New matters may not be introduced or raised during this five-day rebuttal period. The five-day rebuttal period will expire at 4:30 p.m. on March 24, 2010.

Interested members of the public can e-mail, mail, fax, or deliver public comments to Judge Johnson concerning the proposed rules. His address is as follows:
