This letter constitutes the First Prehearing Order in the above matter. I have received the Notice and Order for Hearing in the above matter, scheduling a hearing to take place at 9:30 a.m. on November 20, 2008, at the Office of Administrative Hearings. The parties should provide each other with all exhibits they intend to offer into evidence at the hearing, along with a witness list containing a brief description of the anticipated testimony of each witness, by November 13, 2008.
