STATE OF MINNESOTA

OFFICE OF ADMINISTRATIVE HEARINGS

FOR THE PUBLIC UTILITIES COMMISSION

In the Matter of the Application for a High Voltage Transmission Line Route Permit for the Hiawatha Transmission Project

ORDER GRANTING INTERVENTION TO LONGFELLOW COMMUNITY COUNCIL

On September 30, 2009, Longfellow Community Council filed a Petition to Intervene in this proceeding pursuant to Minn. R. 1400.6200.  In support of its petition, Longfellow Community Council stated that it is a nonprofit organization of citizens in the Longfellow, Cooper, Howe and Hiawatha neighborhoods of South Minneapolis.  Its purpose is to improve the quality of life and develop a sense of community among the four neighborhoods, and to take action on issues affecting the lives of its members.  It has invested its resources in the development of the Midtown Greenway and, specifically, the proposed site of the Hiawatha substation.  On March 19, 2009, the Longfellow Community Council passed a Resolution opposing the placement of the Hiawatha substation south of the Midtown Greenway, east of Hiawatha Avenue at 28th Street.  Longfellow Community Council claims that the routing, mitigation, construction and design may affect its interests and that those interests cannot be adequately represented by other parties to the proceeding.

The current parties to this proceeding, the Applicant (Northern States Power Company), the Office of Energy Security, Midtown Greenway Coalition, City of Minneapolis, Crew2, Inc., Hennepin County and Little Earth of United Tribes, have not filed an objection to Longfellow Community Council’s Petition for Intervention within seven days of service of the petition.

ORDER

          IT IS HEREBY ORDERED:

1.               Longfellow Community Council’s Petition to Intervene as a party with full rights is GRANTED.  It shall be subject to the provisions of the Prehearing Order issued on August 11, 2009.

2.               Longfellow Community Council’s representative shall be added to the OAH Service List.
