          The above-entitled matter came on for a Prehearing Conference before Administrative Law Judge Richard C. Luis at the Large Hearing Room of the Public Utilities Commission in St. Paul on March 20, 2000.

After due consideration of all arguments and comments made at the Prehearing Conference, the Administrative Law Judge makes the following:

ALL DEADLINES NOTED ABOVE ARE RECEIPT DATES.

          The deadline for responding to discovery (information) requests is eight (8) calendar days after receipt of the request.  If the information sought cannot be supplied within eight (8) calendar days, the party from which the information is sought shall notify the requesting party within four (4) calendar days to work out a schedule of compliance.  Electronic or FAX filing of requests and replies is permitted, but a hard copy filing shall be made contemporaneously.

          This Order is subject to modification, at the discretion of the Administrative Law Judge.

          A formal Prehearing Order will follow.
