Dear Commissioner Ludeman:

On September 15, 2008, I traveled to Elk River to conduct the hearing in the above matter. Ms. Heaney appeared for the County and Department of Human Services; Mr. Jallah and Ms. Koha appeared for themselves without counsel. After some discussions between Ms. Heaney, Mr. Jallah, and Ms. Koha, the Licensees decided to withdraw the appeal. They submitted a letter to me confirming that they no longer wished to contest the denial of their application for a child foster care license. Accordingly, we are closing our file and returning it to you.
